How to Merge PDF Files (Without Uploading Them Anywhere)
Combine PDFs into one file on any device, privately. Plus how to fix the most common problems: wrong page order, huge files and password-protected PDFs.

Combining PDFs sounds like it should be built into every computer, but it often isn't. Here are the fastest ways on each device, plus fixes for the problems people hit most: pages in the wrong order, huge files and documents that refuse to open.
On any device, in the browser

- 2Show thumbnails (View → Thumbnails).
- 3Drag the other PDF files into the thumbnail sidebar where you want them.
- 4Choose File → Export as PDF to save a new combined file.
On iPhone, iPad or Android
On iPhone, select several PDFs in the Files app, tap the ⋯ menu and choose Create PDF. On Android there's no standard built-in option, so the browser tool is the simplest choice — it works the same way on a phone as on a computer.
Fixing common problems
- Pages in the wrong order inside a file: merge first, then rearrange with Reorder PDF Pages.
- Sideways pages: fix them with Rotate PDF — the rotation is saved permanently.
- Only need part of a file: extract the pages you want with Split PDF before merging.
- Photos of documents: turn them into a PDF with JPG to PDF, then merge.
- “This file is encrypted”: the PDF has a password. Open it in your PDF reader, enter the password and print or save it as a new PDF first.
Frequently asked questions
Is it safe to merge confidential PDFs online?
It depends on the site. M2Toolkit merges files in your browser without uploading them. Many other sites upload files to their servers, so check before using them for contracts or statements.
Do links and bookmarks survive merging?
Links within each document usually keep working. Bookmarks (the outline panel) and form fields may not be carried over.
Is there a limit on how many files I can merge?
No fixed limit. Very large totals (hundreds of MB) may be slow on phones because everything happens in your device's memory.
